Company description::
The Civil Aviation Authority (CAA) has chosen Steria, a leading European IT services provider, for a five year contract to outsource its IT infrastructure and business applications development and support. The contract is likely to be worth in excess of £25m to Steria.

The CAA’s IT infrastructure and business systems are critical to its operation as the UK’s specialist aviation regulator. Planned improvements will increase efficiency and realise cost savings in maintenance and support.

As the CAA’s outsourcing partner, Steria will provide infrastructure support services and applications development for around 1,200 staff based at all of the CAA’s sites across the UK. Steria is also taking on the management of all existing IT contracts the CAA has with suppliers, such as for software support and network provision, resulting in a true end-to-end service from Steria.

Steria replaces incumbent supplier EDS and will play an important role in the CAA’s future direction. Under Steria’s management the CAA’s outsourced services will change from being resource based to service based. This means that the CAA will be able to respond to the natural peaks and troughs of demand, calling upon Steria resources as and when required to meet agreed service levels and project demands, rather than maintaining resources onsite when not required. The flexibility this provides was one of the determining factors in the CAA’s decision to select Steria.

Mike Roper, Head of Information Services for the CAA, said: “Steria met all our needs and suggested innovations we welcomed. We were not only impressed by their technical and service expertise but also by some of the ‘softer’ skills they brought to bear that have proved essential during the transition. That Steria provided an HR specialist as a permanent member of their transition team was invaluable. Cultural fit, as well as their commitment to provide a service rather than a resource, were key differentiators.”

Richard Crade, director managed services, Steria said: “The CAA is a body respected around the world for its work in flight safety and administration. We’re proud to be associated with such an organisation and look forward to helping them reach their goals in the coming years. The programme is an exciting one for both the CAA and Steria and again proves Steria’s skills in total and large scale outsourcing.”

Crade continues: “HR strategy is an integral part of excellence in outsourcing and our commitment to this is a corner stone of Steria’s approach. We’re proud that our process and belief in the importance of the human side of the outsourcing transition is recognised for its leadership.”

The procurement was managed through the government’s online catalogue GCat, and is one of a growing number of large outsourcing deals procured via GCat.

Over 50 ministries and 60 public bodies work with Steria in Europe, including the Danish and Norwegian customs authorities, the Norwegian and Swedish police, the Spanish ministries of Labour, Economy and Health, Norwich City Council in Great Britain, the French Navy, the Belgian Ministry of the Interior, the British Ministry of Justice, the French Ministry of Economy and Finance, and the Ministry of Health in Northern Ireland, to name but a few.
